potting up

I run a container based nursery in Alberta, both for trees I buy as liners, and larger ornamentals and fruit trees. I've had some poor results potting up 2 gallon scots pine in the fall -- one time with 90% mortality. Can anyone point me to a source that lists times not to transplant, or...
