028WB high idle & saw cleaning questions

The 028WB project saw from eBay has been a learning experience and, with your help and forbearance, it is coming along. I have two questions that beg an answer:

1. I know that all the way down on the control lever is 'choke' and the throttle plate is closed. The next position up should be 'high idle' with choke off and the throttle plate slightly open. How is this 'throttle plate opening' set? Is it adjusted by bending the wire/rod that attaches the trigger to the carburetor? Or is there another part that sets it? How much should it be open?

2. If I were to cover the muffler and carburetor with plastic or duct tape, could I then take the covers off, spray the saw down with Simple Green, scrub with a small paint brush, hose it off, and blow it dry with a shop-vac to clean it? It is a points saw. Am I missing something else that should be protected?
 
1) Yes, the throttle rod is bent slightly to make the adjustment. It should be open enough to get the saw to run at about 6k, or so... not much of an opening...
