1988 F-800 Boom/ Bucket truck hand control

Anyone know how to bleed the hand control system on a 1988 f800 boom truck? Our hand control hasnt been working properly. It works for the lower boom completely and it wont allow our upper boom to lower or go left of right. Anyone have this problem before that can help out?
