The carb on the MS 361 has a bypass jet that feeds approx. 80% of the fuel to the H side of the carb, and then the final tuning is done with the H screw to get the mixture right. It is very hard for me to tune by ear to 13,500, with a fine threaded screw that is only metering a small amount of fuel. A tach is really the only way to do it right. I have always used the STIHL DET tach, the little gray one that works by holding it near the plug, or you can use a wire. I think it has been replaced with a different one that i haven't tried. I did get the one being discussed in the other thread, for about $25, and it works OK, but doesn't refresh very fast, compared to the STIHL one, so it is a little harder to use.
The limiter cap is installed at the factory against the rich side of adjustment, so the only wat it can be turned is leaner, for altitude. If you take the cap off to tune the carb, be sure to it back on so the screws don't vibrate out of adjustment. Be sure to warn the saw up first, and do the WOT adjustment with the bar and chain on it.
