The diff lock on a John Deere 648D, does it just lock the front axle or both axles?

Trying to figure out if something isn't working right or not.

The lock is the foot pedal type, use left foot to flip up for unlock, down to lock.

The diff lock should get both axles driving.

Seems like the rear axle doesn't lock all the time is the reason I was asking.

Make sure the fluid is up to snuff in the rear diff.
