What struck me when I saw your photo was the similarity to boron toxicity as pictured in Costello's Abiotic Disorders of Landscape Plants, pg 84, Fig 5.52.
"Boron occurs in soils derived from marine sediments or parent material rich in boron-containing minerals, arid soils, and soils derived from geologically young deposits. Soil management practices that produce boron toxicity include acidification of certain neutral or alkaline soils, irrigation with high-boron-content water, and application of some sewage effluent wastes. Soils that have been treated with borate-containing herbicides may be toxic." (Side bar on pg 86).
This might not be it, but it may give you a place to start.
