Bandit 200 hydroilic lift question

So I bought a 2005 bandit model 200 not running but I have since then got it running the new problem I have found is that when I lift the hydroulic lift cylinder it doesn't automatically float back down on its own . Now it looks like the control valve is relatively new but I'm not sure if it got replaced with the right valve or not . Or does something else control the float function that's separate from the control valve anyone experienced this problem ?
 
I'm thinking the springs must me either missing and weak. I think the control valves are all the same and the only thing that could be going wrong with it is the detent may be stuck which you would know if the control valve doesn't return to the neutral position after applying the lever to the up or down position.

I took the cover off the spring detent looks like brand new I had it all apart looks all good and free seams very simple but I guess It could be the spring is warn out would you suggest I try replacing the spring ?
