A seized tip sprocket bearing ???
The tip sprocket rotates on a bearing. When that bearing fails or the sprocket becomes jammed with dirt or sawdust, or becomes pinched (probably from pinching the tip in a cut), the tip seizes, and will no longer turn. If the tip is replaceable, you're probably go to have to replace it. If non-replaceable, the bar is shot. You might be able to free it up, but the bearing is likely done, and won't last long.
Many sprocket tips have a hole to grease the bearing, while some do not. the ones without one normally have sealed bearings. Some grease their tips, some don't. Occasionally you just get a bad one and it dies early in life, others live forever.
As to how to fix it, you can try oiling it up and seeing if you can free it up, but the tip bearing is done for if it seized and will likely seize back up very quickly. The only option that will last is to replace the tip or bar, depending upon what you have. You might try taking it back to your dealer and seeing what he says, if the bar truly is brand new, the tip shouldn't have seized up.
