I had the same machine with the same problem. I have talked to a few people with that machine and they have the same problem! I would start with the knives. If they are dull or have been re-sharpned too many times it can cause that problem. It can also be the the air fins that are welded on the side of the cutter drum. If they are badly worn they won't be pulling enough air to move chips. What I had to do was take a mag drill and drill about 10-12 1/2" holes around the cutter drum bearing following the curve of the drum where the fins are so it could suck air in. If you look at all the newer machines they all have slots cut in to suck air in. The holes seemed to help a bit but that is just the nature of that beast (BC1400xl). A friend of mine has a newer BC1500 and it throws chips hard. When its chipping you can take a work glove and put it by the slots on the cutter drum and the suction of air will hold the glove to those vents. Good luck!
