best time to cut old trees for regrowth???

I have a few rows of a mystery tree that seems to have alot of dead branches so I cut one down a few years back and it is now just as tall as the others and very healthy!!!

I want to cut all of them but not sure what time of year it is best for the tree???

I live in canada (sask) so today is plus 30c and around that most of the summer , winter will drop to minus 40c so in no way mild..
