Here a link for info on portable engines in Calif. This will include chippers, stump grinders, any thing with over 50 HP.
From my understanding(and I don't)both ends of a chipper will have to be checked. The engine and the chute(for dust). Each will need to be separately registered.

If your equipment is before 1996 it may not be allowed to be used anymore.
