Depends on local laws and what type of coverage/ licenses you already have. Are you a landscaper? Most landscaping insurance does not cover any pruning above 10'-15' or so. Talk to your insurance agent and get a quote for adding tree trimming/ removal to your insurance. Then once you have the insurance, check with your county and city to get your occupational licenses.

Make sure you are insured for Commercial Tree Removal/Trimming. There's another post around here somewhere that has the SIC code. I've found Farm Bureau to be the cheapest here in Michigan, but shop around, the lowest cost I found this year was 850, the highest 2900. That's for 1,000,000/1,000,000 liability and property damage

Since you do landscpae work, you may be able to bugger the paperwork so that the cleanup crew is doing landscape cleanup. My broker would not let me do that since 80% of my work entails tree trimming and removal. The way the paragraph in the Scopes reads, is that it is the tree work and all work associated with it will be insured at 22.14% of payroll.

SIC# 0783 and NAICS# 561730, these numbers will help your insurance guy get you the right insurance for an arborist. Be prepared to tell him what percentage of your work will accually be tree work. It makes a difference on the rates.
