I don't know what it is...but I know I could profit just by, buying it and take it to the scrap yard.....yeah that cheap....guy says it runs.
I'll find out more tomm.

have seen similer ones here in canada, under the company name of Wayne. basically it is a planer head posing as a chipper, it sucks the brush right out of your hands, hard on gloves, limited to small brush
