Can this take apart?

The problem is the the choke butterfly will not open, can the pointing part take apart?

Are you pointing at the shiny metal part or the black plastic one?

You should be able to remove that tiny screw & separate the two & remove the shiny part (butterfly). Not sure the plastic post part will come out though. I think I took one out once.

But the choke butterfly is open in the pic? You say it won't open?
