To mill? Cut down I dead standing red oak I'm thinking about milling. Moist meter said around 30% right after cut in the center.image.jpg

Nothing is ever too dry to mill, you just need to adjust for it. Large amounts of lube will cause the wood fibre to re-hydrate and expand in the cut etc........

Just mill it!

Hamish pretty well sums it up. As long as the wood is solid, you'll do fine. The wood may be a little harder, and the cutting a little slower, but I've gotten some amazing lumber out of old logs out in the woods that have been down for years.
