Carabiner Identification

I just received a phone call from a climbing buddy of mine who doesn't have access to the internet. He asked me to post this....

He was given a military issued steel screw locking biner and wants to know what the markings on it mean.
One side says "AUSTRIALTIN 3200" and the other side says "CEO 408."

Anyone familiar with this?

the company is called Austrialpin, they make good biners; different keyed nose designs... from what google says 3200 seems to be the strength rating in kilos. Here is a Austrialpin biner rated for 3200kg, seems to be more of a hangliding/helicopter rescue type biner.
