carob tree root mitigation

Please, I would like some recommendation to mitigate this root problem, the large root and the existing sidewalk are at the same elevation, the root is too close to the tree trunk for cutting, I was thinking to cut one root only and shave the other ones up to 30% the diameter of the root, cover the roots with a liner then pour the concrete creating an ada ramp due to the new concrete will be higher than existing.
