Cause new branch to sprout on Autumn Blaze Maple

I have an ugly looking Autumn Blaze Maple with few branches on one side. Is it possible to cause the tree to sprout a new branch where I want it?

Which side of the tree?

Trees usually grow branches where sunlight and relative health encourage growth. If you got no branches, there is probably a reason.

Pics would be helpful.
