If not what is it used for?
 
No. Just get a rigging block. Right tool for the right job. That would be similar to just natural crotch rigging or a couple biners and a sling would also be same as well. You will benefit more from a pulley.
 
It is used mainly to provide a larger radius for the rope to run over in a top roped situation. Think at the top of a climbing wall at a YMCA or gym.

The large radius also provides a bit of friction for the belayer.

CMI makes a version of that device that can operate as a pulley, and, with a locking bolt, as a shear reduction device. Has about a 4" sheave.
