Disease Identification

Hello! I just found a tree on my property and was wondering if anyone here could help identify the disease afflicting it. Unfortunately, I'm unfamiliar with trees, so I'm not even sure what kind of tree it is.

Those are galls... possibly phomopsis

I believe this is a gall caused by a fungus 'Endocronartium harknessii'. Have you ever noticed orange growths on the galls?
