Does anybody still use this style drum chippers?

Does anybody use the older style drum chippers like this one. Are there any benifits to them. I know that they are not as safe but they are alot cheaper and seem easy to fix if something if anything can go wrong. Id just like to know the pros and cons of this style chipper.
