dogwood borer?

the root crown is all we can see, roots are underground... nothing but grass shows. (lawn)
 
1st time I have posted a question here... just now seeing that there are not many answers here in plant health, but I have learned other things through the years from arboristsite.com
someone knows about this... somewhere.

Significant basal crown injury has occured to the root crown area of this tree. As a result reduced sugar/carbohydrate movement/storage has occured, this has lead to root decline which has manifested itself in the reduced leafout, i.e. thin canopy. In my opinion this tree is failing and will continue to. When this kind of damage occurs to buttress roots or trunk, the tree becomes "girdled" and slowly starves.

I see several small holes at the base also... looked to be bored into the tree, but no bugs around the tree.
I have done a little research on the dogwood borer, but no absolute answer yet.
