Dump bed weep holes & tie down hooks

One of our trucks sits outside on a slight incline (facing downhill so water pools in the bed) and I was wondering if we should drill a couple 1/2" holes near the front/cab end of the bed so water can always drain out?

Also, this is a solid steel bed w/ no tie down , if we weld tie down/ratchet strap eyelets on the inside, will it inhibit wood chips/brush from sliding out when we dump?
 
Anything you put inside the bed will affect whatever is trying to come out. It may or may not be acceptable, depending on what and how you put it in.

When I park my dumps I either make sure the rear of the truck is facing down hill, or I raise and block the bed to make sure water will drain.

Look at the 'D-ring' tie downs in dump trailers. I don't have any problem with dumping debris out of mine and it has a tiedown in each corner.

LOL! Or raise the dump bed or stop letting it sit. a rusty dump bed is a truck not working hard enough. logs and or chips should be sliding out of it every day giving it a good cleaning
