fast idle issue on bucket truck

Have a 97 IH 4700 with Teco Saturn 5 and the fast idle has a mind of its own. Having trouble figuring out what controls engine to speed up when you squeezing the grip. I was assuming a pressure switch but have not located one. There is a flow switch but really not sure of its function. There is a ground and a hot wire to it when you activate control power? It's getting really annoying and need to resolve. Can anyone point me in the right direction?
 
Did you ever get this figured out mine has stated acting up as well...
 
I know absolutely nothing about these, HOWEVER some diesels have a built in 'low idle limit' that revs (over revs) the engine to compensate either electrically or mechanically as inside the engine.

Probably not the case, but a suggestion.
