I think it is a little high for the apparrent condition. Ironically, I'd probably think it sounded a lot better if he had spent a day painting it before taking the pictures.
 
With that many hours and it's poor appearance, I'd be skeptical. If they let the appearance go, what did they do with the scheduled and preventative maintenance?

Those brush bandits with the dual feed wheels become a problem too, they eat up more hydraulic motors than any other chipper I know of, we were always replacing the top feed wheel motor. I would say $4,500 would be a fairer price for that beast.
