Operator's Manual for Series F5i states:
Emergency Folding for Travel:

The lower boom can be returned to traveling position, without hydraulic pressure, by the following procedure:
Locate the counterbalance valve on top of the lower boom cylinder. Note the hexagonal spring housings with adjusting screws, projecting from the valve. Loosen the hex jam nut on the upper housing only (C2 PORT), nearest to cylinder blind end, then screw IN the socket adjusting screw 1 turn clockwise. If the lower boom has been elevated less than 90 degrees, the boom can now be lowered by normal control from either control station. If the lower boom has been elevated 90 degrees or more, attach a rope at elbow and apply sufficient force to move boom past vertical, while LOWER BOOM control valve is held in DOWN position.

CAUTION: Return the counterbalance valve adjusting screw to exact original position and tighten jam nut, after loosening for emergency operation, to prevent boom drift with normal operation.
The upper boom can be lowered by gravity as follows:
Remove the long cover over the upper boom actuating cylinder, near the base of the lower boom. The emergency pilot check valve release screw will be seen projecting from the pineye on the blind end of the upper cylinder. Loosen the locknut and turn the hex head screw into the cylinder about 1/8" or until resistance to further rotation is felt. The upper boom can now be lowered under normal control.

CAUTION: Return the pilot check screw to exact original position and tighten the locknut, after emergency operation, to prevent boom drift with normal operation.
The turntable can be returned to the stowed position, as follows: Unbolt and remove turntable motor. Turntable may now be rotated by pushing against the lower boom.

NOTE: I have not tried the above procedures myself. This info is from the operator's manual. Use at your own risk!!

Hope this helps. Let me know how it works out.

Sounds like the electric solenoid valve is going bad. I got stuck one time and had someone put ice on it and the valve started working
