How To Organize Local Recycling Area

I am wishing we could have a free place to dump green waste nearby here like our neighboring counties have. Currently we have to pay $25-28 ton at the landfills here. How would someone go about creating a local recycling area? Who would be the appropriate county official to propose this to etc...? Any ideas on how to go about something like this?
 
We are a big city, so our sanitation dept. handles that.

If you are in too "poor" of a county, maybe look into setting up a co-operative site where compnaies/people can dump at a discount to the landfill cost.

You need a good chunk of land, a couple loaders and a tub grinder or hammermill. There are a few companies that will move around and process on a scheduled basis around here, so I would assume you can find someone there too.

Then the co-op can sell the compost to make money on both ends of the deal. The state or county may be able to help set it up so it gets a tax advantage, such as setting up as a Not For Proffit to start with. All money goes into wages and equipment.
