How to start Vermeer BC1600A and Controls

Hi guys. I just bought a 1997 Vermeer BC1600A with Kubota engine. I think it is V3600T. It’s funny, but I couldn’t find the throttle control. Usually , it is next to the ignition switch. I posted the photos under my media. There is a red small button next to the ignition switch. The clutch handle is at a lower level , neutral. If I turn the ignition switch counter clockwise, it heats the diesel. If I start the engine , it starts and stops. Unfortunately, it doesn’t run. There is diesel in tbe tank, more than half tank. Air filter is clean. I am planning on changing the oil and fuel filter and the engine oil. But any ideas about the missing throttle or speed control. I have the manual but the panel does not match the manual. Possibly the previous owner modified the engine and the panel. Thanks.

Appears to be a modified or custom version.

The newer Vermeer machines have the throttle cable connected to the clutch handle. Should be easy enough to trace the throttle cable from the engine.

I had a starting issue after changing the fuel filter. There was air in the fuel system.
