See the end of the blue lever? It just pushes into the carb choke lever.

This is the throttle side. When you pull the choke out, it turns on the ignition switch, chokes it, and set the high idle. Squeeze the throttle trigger once and it release the high idle.

Is your's broke? What is it doing wrong? It is probably the best system of it's time and easy to work on. The intake on that saw is another story.
 
When I try to start the saw the choke is open when I have the blue tab fully pulled out.
When I take the cover off the wing isn't connected to anything else. I can push it down and it clicks in.
I can start it then.
I hope I'm explaining ok..
 
Can you post some pictures of the saw, primer, carburetor, and choke?
