I want to get certified as an ISA Arborist. Is an older (second hand) edition of the study guide sufficient? Do I need the newest edition of the study guide to be adequately prepared for the test?

I took the test 16 years ago...so I can't speak specifically to that, but I would think so. The question is do you have a strong grasp on the material. You may miss a few specific things that would be in a newer guide, but if you feel confident with what you know, I wouldn't be too uptight about using an older guide. If you are sketchy about knowing it well, then perhaps a new one is worth it.
