We have some property in Galveston County, in an area that is notorious for poor soil. Have an oak tree "trying" to grow, which is encouraging since others planted at the same time simply died. Unfortunately this survivor has a condition seen with other young oaks in this area, poor leafing on the newer spindly limbs. Please see attached photo. Anybody have any ideas what is the cause? Lack of water, pH issue, needs particular nutrient, etc... Many thanks for your expert help!

First guess is something going on with the root system. This could be anything from drought to soil issues. What does your neighbor think of the tree? Soil compaction? Get a soil test done you need to know PH and fertility.
