Loading up with fuel when sitting

Hello All ! I just put a carb. kit in my neighbor's shindiawa 500 and it seems to run & cut great ! It wouldn't even start before installing the carb. kit. But after shutting the saw down for a while and letting it sit for 15 min - 1\2 hr. it seems to be flooded and will only start if you hold the throtle wide open while crankng on it ! Does anyone know what may cause this condition ? Thanks .
 
I'm likely way off, as im not familiar with Shindiawa but could it be a combination of a poor seating needle valve in the carb and a gas cap vent problem. Does the same flooding ocure if the gas cap is loosened and the saw set on an angle?
