Locust disease help?

Can someone help me identify these "bulbous " growth?

These growths are primarily around (at the base) new growth and twigs.

I have been looking through Diseases of Trees and Shrubs and the closest thing so far that I have seen is Promopsis Galls.
 
Galls

I have seen something similar on fruit trees in California. Always found them full of ants. Don't know whether the ants caused the galls or were taking advantage of a weakness in the bark. Treated them with sulphur oil and they stopped growing. Didn't seem to hurt the trees. Just looked odd.
 
Bugs cause galls. Difficult to suppress because treatments need to be timed for specific insects and the tree's development cycle. On established trees, leaf and twig galls are not usually fatal.
