When I work in the northeast, I use 28" bars on 70cc saws. Mainly because it's what I have (and not in the "must" sense, in the possessive) to use. There isn't a lot of big wood in the northeast, but there is a relative abundance of hardwood. 28 might honestly be a bit much. I would guess 24 would be ideal, but every sawyer has their own preferred setup.
 
average length is short like 20-24". I run a 32" and my buddy from south vermont runs a 26". I know someone from south vermont that uses an 18" on a 90 cc saw cutting pulp and chordwood, that saw screams. Whats the goal of this question?
