As Seattle goes, so goes the rest of this state, eventually. The Seattle city council is going to place a 20 cent surcharge on paper and plastic grocery bags if you don't supply your own. Here's an excerpt about why to put it on paper bags. From the Seattle P-I.

But paper bags are even worse for the environment, once you factor in the tolls of logging and shipping the bags, officials said. That is why the fee would apply to both, they said.

I don't think so......

a lot of the public here doesn't know anything about logging and seems to think that after an area is logged it must get paved, or at the very least will remain a baren landscape for all eternity. they don't seem to realize that trees regrow really fast in the pacific northwest.

Just another taxable item I guess?
My Gal works in the UK (Nanny state) and she/we're back and forth quite a bit till she can get over here full time. In the grocery stores there, you have to pay for the bags your grocery's are bagged into, or bring your own. I get a laugh out of the cashiers over there too. They have chairs too sit down and only take your money. You are expected to bag your own grocerys.
