The oiler is not adjustable.
It usually works fine. If the clutch has been burned up or the clutch bearing went bad, look at the oil tank (entire) engine holder) casing near the bottom right of the clutch (remove drum and clutch) to see if it was damaged. There is an internal passage that can get damaged.
Apart from that, maybe clean out the tank and make sure the bar hole is clear.
