Naked Spruce

How come I am seeing so many spruce trees that are barren of needles except the new growth at the tips of the branches? Is this normal and I never noticed? I am in SW new hampshire.

It is oddly enough a result of winter burn. Soil frozen, needles losing water. Saw it for the first time myself this year.
