Needle and seat adjustment

Can the needle and seat adjustment cause the idle to drop way down when you tilt the bar down. I have checked the fuel line and filter. It idle's fine in the level position but point the nose down and it ulmost dies?

I guess it don't matter to much. I called the service tech and he is sending a new carb.
