Oak Tree Foaming at the Base

Driving through my fathers back-lot this afternoon I noticed what appears to be foam(almost like soap suds) at the base of a young oak tree. Probably about 12-18 " trunk. wondering what it is.
It was about 45-50 degrees , light rain all day.
Any help is appreciated.

Being in Steven King country makes it hard not to blame giant space alien Spittle Bugs or Rabies.
 
A kind of flux yes
