Old sears saw

First I'd like to say I enjoy this forum. I have an old sears saw that was made by Roper. It has a tolliston carb that has a fixed high speed jet. I can not get this old saw to run right and am convinced this is the problem. It had sat for several years. I put a new kit in and blew out the passages. What does the rubber piece under the high speed jet do. Can I find a tolliston carb that has a needle on high and low for this saw? It belonged to my deceased father in law. I want ot get it running decent for a back up saw. thanks Rick
