So, we finished the Oregon Landscape Contractors Board meeting yesterday with most everyone more surprised than when they arrived.
We thought there was only a dilemna that Tree Services - licensed with the Construction Contractors Board - could not legally plant, which requires the landscape license.
But now we found out that the Landscape Contractors - licensed with the Landscape Contractors Board, may not be able to contract high-climbing or removal work.
For the latter, the landscapers, its clear that they can do a lot of tree work in conjunction with their usual work - an exemption provided in the construction board laws - but its vague for tree work done as a separate project.
So vague, nobody is certain.
The board voted a majority vote for the Landscape Contractors Board staff to start developing legislative language to repair the problem once and for all.
Arborists need to be able to plant trees without two licenses, two bonds and two insurance policies (because the boards hold the certificates).
This is all certain to be with input and involvement of local arborists including the ISA - since they have already been invited are providing information.
Part of the problem, was the way our arborists were put under the construction board about 10 years ago. One, there was hardly any communication, and the arborist association that coordinated the issue was the Oregon Arborists Association - merely 12 or 13 companies.
Now everyone is reaping the headaches of their unwillingness to listen, and get everyone on board.
This time, anyone is able to contribute an opinion to be considered.
I figured I'd share this, since the board discussion is open to the public, and nothing of this will cause calamity when its all resolved.
It will take about 2 years to iron out from start to end.
