Are you digging them and replanting?
What size are they?
Have they been root pruned?
Generally anytime about now until the buds start to swell seems to work for most of the nut trees, but answers to the above ?? would help a little.
 
I am digging and replanting, They are about 1/4" to 1/2" and from 2' to 6' tall. They are in a wooded area and I would like to move them to an area where I am starting a small grove of 28 trees.

Just dig around them and try to get as much of the root system as possible. Be sure to replant them with the root flare at the same level as you dug them. They may have a fairly substanial taproot so you may not be able to get all of it and may have to cut it off. Use a sharp shovel--balling spade works the best because it is designed for that purpose. Water them in well and support with stakes if necessary. Good luck!
