Q: How do I encourage new branch from a trunk

A major branch died on a dogwood in my backyard, severely misshaping the tree.

Is it possible to encourage the growth of a new branch a/o graft an existing branch anywhere of my choosing on the trunk of this—or any—tree?
Alternatively (and preferred), is it possible to graft an existing branch to a location of my choosing on the trunk of this—or any—tree?

If so, what is/are the procedure(s)
