Question on BC 100xl

My bc100xl cutter drum has locked up, when I try to engage the cutter there is a lot of whinning, then it dies. The belt is not able to turn.

Any thoughts on a fix

I'm assuming you mean a vermeer BC1000 xl? If so, Have you tried lifting the top roller by using the jack stand to see if anything is clogging the knives to prevent rotation? Pop the top cover off over the drum also, have a good look in there. Look especially on the right side of the drum if facing the machine from the rear, sticks etc clog that side up sometimes. If there is absolutely nothing preventing the drum from turning then you've fried your bearings. Pretty unlikely though, most probable cause is you stalled the machine with a block and didn't clear it before trying to start it again.
