this is an ash in my neighborhood.
The homeowner "inherited" this tree when he bought the lot, built the house and put the retaining wall around it. The city protected the tree (under covenant) while the neighborhod was built out, and now the homeowner said, when I offered to prune out all the dead and try and save the tree, "no thanks, I just want it to die, so I can get rid of it."
