I think some people don't realize what a hassle HOA's *can* be before it's too late. Or they want to live in a specific neighborhood. Or their wife wants a picket fence and 2.5 kids. Or... whatever. But yes, mostly avoidable.

I guess when you’re retired and having nothing better to do during your morning neighborhood walks than to nit pick every little blade of grass on someone’s driveway, or the shade of green you painted your mailbox not being the same as the others, or the length of time you leave your garage door open at one time you’re going to have that.
