Skyline locust tree still dormant

I bought a burlaped skyline locust tree at auction in early April. I planted it right away and now it's June and it's still completely dormant. It is still very green when doing finger nail scrape. Will it eventually come out? Thanks for help. It is about a 10 foot tree.

For the record it started getting new growth two weeks ago on trunk and lower branches
