You have a plugged main jet in your carburetor. Remove the float bowl and you will likely see green stuff or debris. Depending on the engine, you will not have to remove the carb to get to the problem. Clean bowl, clean main jet, and Bob's your uncle.

sounds like a dirty carb.

i'd rebuild it and replace gas with new.replace filter and check any fuel lines if you have them.

i took the float out and blasted out the jets with my air compressor, it runs better but still needs choke

If it's an old 8 hp. briggs & straton you have a fuel pump diaphram on the side of fuel intake manifold. Remove the 4 screws, pull off the plate (carefully ) and replace the fuel pump diaphram. Ajust the carb at 1&1/4 to 1 &1/2 turns out from seat , it should solve your problem.

Is it a tecumseh? If it is then you need to take the brass bolt that holds the fuel bowl off, and clean the holes in it. One of them will be about the size of a piece of 16-18 guage wire. With that hole plugged it will be hard to keep the engine running for more than a few seconds (without choke anyway).
