Stihl 011AV fuel delivery problems

Neighbor dropped off a Stihl 011AV said it starts but wont run and has had a recent carb kit and filter. Seems like the fuel pump side of the carb isnt working. WHen you set the choke it pops after 3-4 pulls and when you unchoke it it then starts and runs normaly for about 3 seconds and then leans out and stops. If you pull the choke and push it back in before it dies it will run another 3 seconds or so. Acts like the pump isnt working and the choke is creating enough vacuam to pull the fuel from the tank, is that possible? Pulled the carb and fuel line. The filter is new and clean. Fuel line checks out as good with the Mityvac. Pulled the pump side of the carb and it does have a recent kit. Installed a new gasket and flap valves anyway and checked the pump side passages. No change still acts the same. The carb base gasket looked good but was not replaced. Is there another gasket under the reed valve that could be blown? Dont have a breakdown and didnt pull the reed valve when I had it apart. Thanks in advance.
 
There is a gasket under the reed cage and one on top as well, I've redone (2) 011's now and both were horrible to get started afterwards??? It seems like they don't want to prime up very well. I just had a oil can cap full of mix and would pour it in the carb until it would prime on it's own. It was a SOB, both of em...
