Stihl 028WB timing tuning

Bought a Stihl 028WB at an auction. Got it home and found it wouldnt start.. I figured a simple carb kit would take care of it.compression is 125PSI. six hours later discover the flywheel key was partially sheard. None to be found locally, even at the largest stihl dealer in Va. ...... had to make one from a larger key. new key dimenstions are within .001 of orginial.. Still wont start. put fuel in the sparkplug hole and maybe get one hit in 10 pulls. Timing must be off. ok........ how does one set the timing. cant time determine when points open because flywheel has the points lobe on it and it cant be seen while trying to set...... I shouldnt have raised my hand at the auction...... appears I'm throwing good money after bad. $95 for saw, and now another 50 in parts and it still wont start. Where do I go from here.? whats the gap setting for the coil and also gap for the points?

You need a service manual... and 125psi, if that is in fact true (are you using the right compression tester?) is bad...
